How to Specify a School Uniform Without Creating a Safety Problem
School uniform is the only workwear category where the wearer is a child, and it is the only one where the buying conversation almost never mentions safety. Quotes in this market are written around fabric weight, crest embroidery and price per piece. None of those is the thing that gets a garment recalled.
Cords and drawstrings are a hard safety standard, not a design choice
EN 14682 sets requirements for cords and drawstrings on children's clothing up to the age of 14, specifically to reduce the risk of accidental strangulation and entrapment. It splits children into two groups: young children up to seven years, and seven to fourteen. For young children, drawstrings and functional cords are not permitted in the head, neck or upper chest area at all, and decorative cords are not permitted anywhere on a hood or at the back of the neck.
The reason is specific rather than theoretical. Accident data behind the standard falls into two clusters. Roughly ages two to eight, hood and neck cords catching in playground equipment. Roughly ages ten to fourteen, waist and hem cords catching in moving vehicles including bus doors. More than three thousand children's garments have been recalled through the EU Safety Gate alert system for exactly this. In a country where nearly every pupil arrives on a school bus and every break is spent on outdoor play equipment, both clusters describe an ordinary UAE school day.
What it means in practice is short. A hooded PE sweatshirt for the primary years should not have a drawstring, and no school uniform supplier should be sending you one. Waist and hem cords are restricted by length. Toggles, cord locks and hard ends are a snag risk. If a supplier has never raised any of this with you, they are not applying the standard, they are just sewing to your sketch.
Sun protection is a measurable number, not an adjective
The second thing that goes unspecified is UV. Ultraviolet Protection Factor is measured in a laboratory to AS/NZS 4399 or AATCC 183 on dry, unstretched fabric. UPF 50 means one fiftieth of ultraviolet radiation passes through, which is two percent, and 50+ is the top of the scale. It depends on fibre content, weave, density and colour, which is why the number is a property of a specific cloth in a specific colour rather than of a fibre in general.
The figure worth knowing is that an ordinary white cotton t-shirt sits at around UPF 5. That is the garment most schools in this region put children in for outdoor PE at midday. A densely woven polyester in the same colour can test many times higher. Two further points matter when you write it into a specification: protection drops when fabric is wet or stretched, which describes a PE shirt after twenty minutes of running, and a topical UV treatment washes out while an inherent one built into the fibre and weave does not. Ask which one you are being sold, and ask for the wash count.
Where the money actually goes in a uniform programme
Most schools budget for the first order and are surprised by the second. The real cost driver is not the blazer, it is replacement, and replacement is driven by three things: growth, loss and wear at named points. Growth is handled at the pattern stage with adjustable waists and turn-up allowance rather than by ordering a size up, which just produces a child in a garment that does not fit for a year. Loss is handled by name tapes, which cost very little and remove most of the lost property pile. Wear is handled at knees, cuffs, pocket bags and elbows, which is where a school garment fails long before the cloth is worn out.
Boys and girls need separate grading, and older girls need a real conversation
Almost every catalogue school range grades one block up and down across the whole age span, which works acceptably until roughly year six and then stops working. Secondary girls need a genuinely different block through the shoulder, chest and waist, and a skirt or trouser rise that does not require constant adjustment. This is also where modesty preferences become concrete rather than abstract, and where an inadequate range quietly pushes families into buying elsewhere and your uniform policy stops being enforceable.
Modest options and national dress belong in the standard range
A school in this country needs longer tunics, full-length skirt and trouser options, hijab in school colours cut to the same reference as the rest of the kit, and a proper kandura and abaya for national day and for Emirati pupils where the school allows it. None of that should be a special order at a special price, because the moment it is, it stops being uniform and becomes a distinction between pupils. Sizing days, the size grid and mid-year joiners
Most uniform orders go wrong at measurement rather than at manufacture.
